get fun postcards when traveling, they're usually in bookshops. write a bunch of inside jokes and stuff for your friends. once you start doing it everyone sends them to you when they travel its so fun

just message him. worst he does is not reply or say no which is already the status quo. there's a very high chance that he is thinking the same thing as you and he literally told you to - if he was being insincere then he is probably worth skipping anyway. if he keeps on lacking when it comes to taking initiative then reevaluate from there.
